Circle has received final approval from the US Office of the Comptroller of the Currency (OCC) to launch a national trust bank named Circle National Trust.
This decision establishes the First National Digital Currency Bank, N.A. as a federally regulated custodian. The milestone changes stablecoin safety by placing USD Coin (USDC) infrastructure directly under federal banking oversight.

Initially, the bank will offer fiduciary digital asset custody services for Circle and its affiliates. According to the approved business plan, Circle plans to extend these custody services to institutional clients, focusing on commercial banks and regulated derivatives firms.
The federal charter also permits future expansion into direct USDC reserve management, which will place stablecoin backing under formal regulatory guardrails.
Why does the OCC approval matter for stablecoins?
This approval provides a single federal framework that replaces the patchwork of state money transmitter licenses. Circle chief executive officer Jeremy Allaire noted that federal oversight sets a new standard for governance and transparency, helping financial firms build on public blockchains with confidence.
Allaire also noted Circle’s ambition to improve accessibility within on-chain finance using AI.
During his presentation at VivaTech, Allaire noted that generative AI is removing the technical barriers associated with smart contract development. This change allows individuals to convert their economic objectives into executable on-chain code without traditional programming expertise.
Circle pushes USDC forward as CEO bets on adoption
Circle is taking USDC deeper into mainstream banking, with Standard Chartered now offering institutions a seamless way to mint and redeem the stablecoin. At the same time, CEO Jeremy Allaire says lasting success will come from real-world use, strong regulation, and deep liquidity, not from cutting fees or chasing short-term gains.
Responding to questions about rival stablecoin OUSD, he cited Artemis data showing USDC processed nearly $30 trillion in on-chain transactions during Q1 2026, representing about 80% of dollar-backed stablecoin volume.
