South Korea’s Financial Services Commission (FSC) is preparing new rules for single-stock leveraged exchange-traded funds (ETFs), arguing that the products have become a source of financial risk as market volatility increases.
FSC Chairman Lee Eog-weon said the regulator is reviewing measures for the high-risk investment products and will announce them soon. While he ruled out suspending trading for now, Lee said leveraged ETFs deserve closer oversight because of the risks they pose to investors and the broader market.
The comments came after the KOSPI fell more than 6% in its latest trading session, even though it remains one of the world’s strongest-performing major equity indexes this year.

How leveraged ETFs can amplify market swings
Leveraged ETFs use borrowed exposure to multiply gains and losses from a single stock or index. While they can generate larger returns during strong rallies, they also magnify losses when prices fall, forcing frequent portfolio adjustments that can add pressure to already volatile markets.
South Korea’s concern centres on single-stock leveraged ETFs tied to Samsung Electronics and SK Hynix, which together account for more than half of the KOSPI benchmark. Regulators believe heavy trading in these products has added to recent market swings.
Retail borrowing has also climbed alongside their popularity. Margin-backed equity investments reached a record 60 trillion won, roughly $40.4 billion, by the end of May, increasing concerns that sharp price declines could trigger forced selling.
Why crypto investors should pay attention
Many crypto products already use leverage, including perpetual futures and leveraged tokens, where price swings can wipe out positions within minutes.
South Korea has been discussing spot crypto ETFs as part of its digital asset agenda. Still, the current review shows regulators are paying closer attention to how leveraged investment products affect financial stability.
Any future crypto investment products are likely to face stricter rules around leverage, risk disclosures, and investor protection before receiving approval. That approach could influence how future crypto ETF rules are designed as the country continues building its digital asset framework.
