Is the CLARITY Act Nearing Breakthrough? Crypto Bill Enters Critical “Red Zone”

The U.S. Senate Banking Committee seem to be moving closer to a major step on crypto regulation, with lawmakers preparing to formally notice a markup (set a calendar date) for the CLARITY Act as soon as Friday after months of political negotiations and industry debate.

According to Eleanor Terrett, CryptoAmerica journalist and former Fox Business reporter, draft legislative text has already been circulated to selected banking representatives and crypto industry stakeholders ahead of a possible committee vote next week. The development suggests lawmakers are moving closer to advancing the long awaited crypto market structure bill, despite ongoing concerns.

Crypto analyst LCM Alpha described the current stage as the “most advanced sign in months,” noting that sentiment around the bill has turned increasingly optimistic. However, he warned that the process is still fragile until lawmakers finalize the markup language and officially release the latest version of the bill text.

Senate pushes CLARITY Act toward markup vote

The Senate Banking Committee is expected to announce the markup meeting date soon, which could lead to a key vote as early as next Thursday. During the markup process, senators will review, amend, and finalize the bill before it can advance to a full Senate vote.

The latest progress follows intense negotiations surrounding stablecoin provisions, particularly rules tied to yield-bearing products and rewards. Senators Thom Tillis and Angela Alsobrooks are reportedly working to finalize a compromise that could help ease tensions between traditional banking groups and crypto advocates.

Despite the progress, some sections of the draft bill are still not settled. Several banking industry participants are still pushing back against parts of the stablecoin yield framework.

People want clearer rules for crypto in the U.S

Support for the CLARITY Act is still growing because people want clearer rules for digital assets in the United States.

A recent HarrisX survey found that 70% say the U.S. should have already passed crypto legislation, 62% say it’s important for the U.S. to set the global rules for digital finance, 52% support the CLARITY Act after a neutral description, with bipartisan backing across Democrats, Republicans, and Independents, 47% of voters say they would be at least somewhat likely to consider voting for a candidate outside their preferred party for a candidate that supported the CLARITY Act.

Support reportedly spans Democrats, Republicans, and independent voters, many of whom favour stronger customer protections alongside clearer crypto regulations.

White House crypto advisor Patrick Witt called the poll essential reading for policymakers. At the same time, Senator Bernie Moreno recently suggested President Donald Trump could sign the bill into law before July 4 if negotiations stay on track.

Meanwhile, prediction platform Polymarket currently places the odds of the CLARITY Act becoming law in 2026 at 65%, reflecting increasing confidence across the crypto market.

If passed, the CLARITY Act could become one of the biggest regulatory wins the crypto industry has seen in the U.S. It would finally give clearer rules on how digital assets are classified and regulated, reducing years of uncertainty for exchanges, investors, and blockchain companies.

The move could also open the door for more institutional adoption, encourage crypto firms to build in the U.S. instead of overseas, and strengthen America’s position in the global digital asset race. Many see the bill as a step toward making crypto a more established part of mainstream finance.
