David Sacks warns against “Orwellian AI”
US crypto and AI czar David Sacks has warned that the biggest threat artificial intelligence poses isn’t a “Terminator-style uprising,” but a dystopian reality where AI tools monitor citizens and manipulate public information.
David Sacks says the biggest risk of AI was described not by James Cameron in The Terminator but by George Orwell in 1984.
“I almost feel like the term ‘woke AI’ is insufficient to explain what’s going on because it somehow trivializes it.”

Speaking on The Ben & Marc Show, a podcast by a16z, Sacks said the real danger lies in governments using AI as a surveillance and censorship mechanism, creating a system that could rewrite facts to fit political agendas.
“What we’re really talking about is Orwellian AI. We’re talking about AI that lies to you, that distorts an answer, that rewrites history in real time to serve a current political agenda of the people who are in power,”
Sacks said.
“and so it’s kind of the perfect tool for the government to monitor and control you. And to me, that is by far the biggest risk of AI.”
Criticism of “heavy-handed” AI laws
Sacks criticized the Biden administration and certain Democratic-led states like California and Colorado for introducing what he described as “heavy-handed” AI consumer protection laws. These laws, aimed at curbing algorithmic discrimination, risk embedding ideological bias into AI models, he argued.
He noted that punishing those who misuse AI would be more effective than over-regulating developers or restricting innovation. “Discrimination is already illegal,” Sacks said. “We don’t need to go after the toolmaker when existing laws already cover misuse.”
A contrasting approach to crypto regulation
While advocating for minimal interference in AI development to keep the U.S. competitive, Sacks emphasized that the Trump administration’s stance on crypto is “pro-regulation.” He explained that while AI needs freedom to innovate, crypto requires clear rules to ensure market stability and investor confidence.
“With AI, the question is how to unleash innovation. With crypto, it’s about creating regulatory certainty.”
He added
Meanwhile, A spokesperson for David Sacks, the White House’s special advisor for artificial intelligence and cryptocurrency, rejected claims in September that he may have exceeded his 130-day service limit as a special government employee (SGE).
