The crypto market structure bill known as the Clarity Act has received its first public endorsement from a major law enforcement organization, adding excitement as U.S. lawmakers work to advance the legislation before Congress breaks for its August recess.
The National Organization of Black Law Enforcement Executives (NOBLE) said it supports the bill, becoming the first major law enforcement group to publicly back the proposal. The endorsement comes as lawmakers continue negotiations over key provisions before the Senate returns from its July recess on July 13.

Why did NOBLE back the clarity act?
In a letter sent to Senate Majority Leader John Thune and Senate Minority Leader Chuck Schumer, NOBLE said the Clarity Act would strengthen law enforcement efforts while preserving existing criminal enforcement powers.
According to the organization, the legislation would improve authorities’ ability to investigate money laundering, digital asset kiosk fraud and unlicensed money transmission businesses.
NOBLE also backed the bill’s inclusion of the Blockchain Regulatory Certainty Act (BRCA), which provides regulatory protections for non-custodial blockchain developers. The group said the measure does not weaken the criminal authorities, investigators, and prosecutors who currently rely on it.
The endorsement comes after other law enforcement organizations, including the National Sheriffs’ Association and the International Association of Chiefs of Police, raised concerns that parts of the bill could create gaps criminals might exploit.
Can the Senate pass the bill before August?
Lawmakers are still negotiating several sections of the legislation, with ethics rules and law enforcement provisions remaining key discussion points.
The Senate is scheduled to return from its July recess on July 13, while the House Financial Services Committee is expected to hold a hearing on July 17 to examine how the Clarity Act could support innovation in the digital asset industry.
Supporters are aiming to pass the bill before the Senate begins its extended August recess on August 10.
Senate Leaders Increase Support for Crypto Bill
Support for the legislation has continued to grow among Republican lawmakers. Cynthia Lummis has defended the Clarity Act against criticism from opponents, while Senate Banking Committee Chairman Tim Scott renewed his call for its passage.
Scott said the legislation would establish clear rules for digital assets, strengthen consumer protection and help keep the future of financial innovation in the United States.
Market expectations have also improved. Bloomberg Intelligence recently estimated a 60% chance of the Clarity Act passing this month, while prediction platform Polymarket has increased the implied odds of the bill becoming law later this year.
