Former Binance CEO Changpeng “CZ” Zhao has signed a memorandum of understanding (MoU) with Kyrgyzstan’s National Investment Agency (NIA) to provide advisory services on blockchain technology and cryptocurrency regulations.
This move marks a significant step for Central Asian countries as they look to strengthen their digital asset infrastructure.
CZ confirmed the agreement in an April 3 post on X, stating that he advises multiple governments—both formally and informally—on regulatory frameworks and blockchain applications beyond cryptocurrency trading. He emphasized that contributing to such initiatives is “extremely meaningful.”
His statement followed an earlier announcement from Kyrgyzstan’s President, Sadyr Zhaparov, who highlighted the partnership’s potential to enhance the nation’s technological capabilities. The NIA, which facilitates foreign investments and supports international businesses in Kyrgyzstan, aims to leverage CZ’s expertise to drive innovation in blockchain, virtual asset management, and cybersecurity.
President Zhaparov described the collaboration as a crucial step toward economic sustainability and digital security.
“These initiatives are essential for economic growth, ensuring the security of virtual assets, and creating new opportunities for businesses and society,”
he said.
Kyrgyzstan, officially known as the Kyrgyz Republic, has long been considered a favourable location for cryptocurrency mining due to its abundant renewable energy resources. According to the International Energy Agency, hydropower supplies over 30% of the country’s energy, yet only a fraction of its potential has been harnessed.
CZ’s involvement in Kyrgyzstan comes months after he completed a four-month prison sentence in the U.S. for violating anti-money laundering laws. Since his release, he has actively invested in blockchain technology, artificial intelligence, and biotech firms. He also admitted to having no intention of returning to his role as Binance CEO despite receiving support from the crypto community following a suggestion for a pardon.
In addition to his business ventures, CZ has also contributed to humanitarian efforts. Recently, he donated 1,000 BNB—valued at nearly $600,000—to support earthquake relief efforts in Thailand and Myanmar following a natural disaster in late April.
