A bipartisan group of US lawmakers has introduced a bill to establish a commission that would evaluate the country’s approach to artificial intelligence (AI) and formulate regulations for the AI sector.
Reps. Ted Lieu, Ken Buck, and Anna Eshoo jointly introduced the bill, titled National AI Commission Act, in the US House of Representatives on June 20, 2023.
Rep. Lieu stressed the need to address the risks associated with AI technology and highlighted the importance of preventing potential harm caused by unregulated AI.
According to Lieu, the proposed commission would bring together experts, government officials, representatives from the business sector, and labor stakeholders to develop recommendations for responsible AI regulation through collaborative efforts.
This move comes in response to persistent calls for action from influential figures in the IT sector, including billionaire Elon Musk and others, who stress the importance of taking measures to mitigate the rapid advancement of AI. It is worth noting that Sam Altman, CEO of OpenAI, has also expressed concerns regarding the urgent requirement for robust regulation in the AI industry.
Merve Hickok, the head of the Center for AI and Digital Policy, expressed support for the National AI Commission, emphasizing the urgency and significance of the proposal. Hickok believes establishing crucial AI legislation through the commission and facilitating public engagement in shaping the country’s AI strategy is essential.
Hickok’s Center for AI and Digital Policy had previously warned about the United States’ inadequate preparedness in dealing with forthcoming AI challenges. Hickok commended the lawmakers for their proactive approach and remarked that the commission’s establishment is a positive step toward addressing these concerns.
In a related move, on June 8, 2023, Mike Braun, a Republican, and Gary Peters, a Democrat, separately introduced two bipartisan bills to promote innovation and openness in artificial intelligence (AI) and maintain US competitiveness in the sector on a global scale. These bills focused on ensuring transparency in the US government’s use of AI by requiring governmental agencies to publicly report their utilization of AI systems and establishing a new office, the Office of Global Competition Analysis, with the objective of maintaining the United States leadership position in AI advancements.
