In a move highlighting the growing focus on regulating AI technologies globally, United States legislators have introduced two bipartisan regulatory proposals addressing artificial intelligence (AI) transparency and innovation.
On June 8, 2023, Republican Mike Braun and Democrat Gary Peters unveiled the first bill, which seeks to enforce transparency in the government’s use of AI. This proposed legislation would require U.S. government organizations to publicly disclose their utilization of AI systems, ensuring the public is aware of their involvement. Additionally, the bill aims to establish a mechanism that allows individuals to challenge decisions or judgments made by AI algorithms.
In a separate move, Democratic senators Michael Bennet and Mark Warner, along with Republican senator Todd Young, introduced a second bill. This proposed legislation aims to create an Office of Global Competition Analysis, with the objective of maintaining the United States leadership position in AI advancements. Senator Bennet stressed the need for the country to retain its competitive advantage, particularly against rivals like China, in critical technological areas such as semiconductors, quantum computing, and AI.
These legislative initiatives are a response to the growing interest among lawmakers in understanding and regulating AI technologies. Senate Majority Leader Chuck Schumer has called for three briefings on AI technologies, highlighting the need to gather essential information and insights on the topic.
The U.S. government has already signalled that it was marshalling its resources to preserve its lead in the AI industry and build a comprehensive regulatory framework for the application of the technology. On May 4, 2023, Vice President Kamala Harris convened a meeting with prominent CEOs from the AI industry to discuss concerns surrounding the potential risks associated with AI. Representatives from OpenAI, Microsoft, Google, and AI startup, Anthropic, and nine key advisers from the Biden administration participated in the meeting.
Furthermore, legislators worldwide are increasingly recognizing the importance of regulating artificial intelligence. British government officials have emphasized the need for implementing regulations comparable to those governing nuclear power and healthcare. They stressed the urgency of establishing regulatory measures for AI models, warning that failure to do so within the next two years could pose significant risks to humanity. In Europe, lawmakers are calling for safe and Human-centric AI technologies and establishing a robust governance structure for AI within the European Union, ensuring responsible and ethical practices in the field.
These legislative proposals and international efforts reflect the recognition of AI technology’s potential impact and risks. By addressing transparency, competitiveness, and ethical considerations, policymakers can shape the future of AI to be responsible and beneficial.
