Binance has resumed offering its full suite of cryptocurrency services to users in Syria following a significant shift in U.S. policy.
The move comes after the U.S. Office of Foreign Assets Control (OFAC) issued General License 25 on May 23, effectively easing sanctions on the country.
In an official statement, Binance confirmed that Syrian residents can now access the platform’s features alongside more than 270 million users worldwide. The exchange emphasized that previous restrictions had excluded Syrians from participating in the digital asset economy, not by choice but due to external limitations.

The regulatory shift stems from remarks made by U.S. President Donald Trump during the Gulf Cooperation Council summit in Riyadh. There, he ordered a suspension of sanctions, framing the decision as an opportunity to give Syria a “fresh start.” OFAC’s General License 25 subsequently enabled the reactivation of financial and technological services in the region.
With the lifting of these restrictions, Binance announced that Syrian users now have unrestricted access to its services. These include spot and futures trading, staking, interest-earning products, and Binance Pay, offering a full spectrum of crypto financial tools previously unavailable to the nation.
To further support the local crypto community, Binance plans to introduce educational initiatives and provide practical guidance tailored to new users in Syria. These resources aim to help residents better understand blockchain technology and safely engage with digital assets.
These efforts reflect Binance’s broader mission to improve access to regulated financial tools in underserved regions.

Binance’s regional outreach isn’t limited to Syria. The company has also expanded its educational efforts in neighbouring Pakistan. In partnership with the Ministry of IT and Telecom (MoITT), Binance Academy recently launched a nationwide blockchain education initiative. Running through 2026, the program will integrate blockchain training into 20 universities, preparing 300 educators to teach over 80,000 students.
