The EU Innovation Hub for Internal Security has issued a report condemning the use of privacy coins and cryptocurrency mixers, pointing out the significant hurdles they present for regulation and law enforcement.
According to the report, these tools obscure transaction trails, making it nearly impossible to track illicit activities.
“Mixers and privacy coins have been complicating tracing for years, but Mimblewimble and zero-knowledge proofs are relatively new developments that can also obscure the visibility of cryptocurrency addresses, balances and transactions,”
the report stated.
The EU Innovation Hub for Internal Security is a collaborative agency consisting of members from ten different agencies, including Europol, Eurojust, and the European Commission’s Directorate-General for Migration and Home Affairs. The agency was established to create solutions that would aid the work of internal security organizations in the EU and its Member States across various areas. Their first report focuses on “encryption technologies” and explores legislative, technical, and developmental perspectives in approaching this topic.
The report highlighted the difficulties posed by privacy coins such as Monero, Zcash, Grin, and Dash, as well as various mixing services and non-compliant crypto exchanges. It underscored the emerging threats from newer technologies, such as Mimblewimble and zero-knowledge proofs. These technologies reportedly hide the identities involved in transactions, complicating efforts to trace and prevent illegal activities. While encryption technologies like public-private cryptography are essential for securing digital assets, criminals can also misuse them to evade detection.
Despite these challenges, the report highlighted the potential for law enforcement to overcome them. It noted that law enforcement can still investigate and potentially track these activities with access to the suspects’ private keys.

“All of these developments can still be investigated by law enforcement authorities, when access to the private keys of the suspect are gained.”
The report, however, advocated for a balanced regulatory approach. It emphasizes the need to address security concerns without hindering technological innovation, aiming to strike a delicate balance between privacy and public safety.
