The Chinese government is currently considering new laws that strongly emphasize licencing and content control for the development of generative AI technologies.
According to a report from the Financial Times, the Chinese digital tech regulator, Cyberspace Administration of China (CAC), is preparing to begin the implementation of new regulations that mandate local businesses to obtain a licence before launching products based on generative AI systems by the end of July 2023.
According to Matt Sheehan, a fellow at the Carnegie Endowment for International Peace: “It is the first time that [authorities in China] find themselves having to do a trade-off between two Communist party goals of sustaining AI leadership and controlling information.”
In April 2023, the Chinese regulator requested public comments and opinions on an initial draft of the new regulations. This recent development points to a stricter version of these regulations.
According to the draft regulations, tech companies utilizing AI models bear full responsibility for any content generated through their technology.
The legislation emphasized that all AI-generated content should reflect the fundamental principles of socialism and not endanger national unity or undermine state authority. It included provisions that require businesses to ensure the “veracity, accuracy, objectivity, and diversity” of the data they use to train their generative AI models.
One of the key concerns addressed by the draft regulations is the issue of “hallucinations”- instances where generative AI systems produce fabricated material. This issue has made the quality of the data utilized in training AI models a critical aspect of regulatory scrutiny.
In a bid to tackle the occurrence of AI hallucinations, OpenAI revealed it is working on solutions aimed at improving ChatGPT’s problem-solving abilities. The AI company stated its investigation into the issue has yielded two possible solutions to address AI hallucinations. The company noted that more research is ongoing to test the solutions and solve the problem in its generative AI technologies.
