On Friday, June 1, 2023, OpenAI received a cautionary notice from Japan’s privacy authority, the Personal Information Protection Commission. The commission raised concerns that OpenAI collects private information without obtaining proper consent from individuals.
In a statement issued by the commission, OpenAI has been advised to restrict the gathering of sensitive data from Japanese citizens for machine learning purposes. The commission also emphasized that further measures may be taken if additional concerns arise regarding privacy infringement.
The privacy watchdog emphasized the importance of balancing privacy concerns and the potential benefits of generative AI. These benefits include fostering innovation and addressing urgent global issues like climate change.
Japan has been increasingly motivated to keep up with advancements in AI and robotics, particularly due to its declining population and the need to sustain productivity. This focus has led to a strong emphasis on staying ahead of the curve in these fields.
According to Similarweb, a leading analytics company, Japan ranks as the third-largest source of visitors to OpenAI’s website. This demonstrates Japanese individuals’ significant interest and engagement with OpenAI’s technology.
In April 2023, Hirokazu Matsuno, Japan’s chief cabinet secretary, stated that if security and privacy concerns are resolved, Japan will consider integrating AI technologies, such as OpenAI’s ChatGPT chatbot, into governmental systems.
The rise of generative AI technology, like OpenAI’s ChatGPT, capable of producing text and images, has prompted regulators worldwide to accelerate the development of regulations. Experts have drawn parallels between its impact and the advent of the internet, highlighting the need for careful consideration of its implications.
In April, the Italian data protection regulator, Garante, provided guidance to OpenAI on how to comply with GDPR requirements and reversed an order halting ChatGPT operations in the country. The regulatory body had earlier filed a complaint alleging that the AI chatbot service violated GDPR regulations by failing to enforce a minimum age requirement of 13 for its users. As a result, Garante issued an order for OpenAI to cease processing data from Italian citizens and initiated an investigation into the platform’s practices.
